Opposition questions salt disposal site
A day earlier, opposition legislators met on the issue with city councilor and city council candidate John Mello during the council meeting.
Mello said the salt is stored in six ponds and that the salt is stored on one of the ponds.
"I understand from one of the staff here in the facility that this is a facility that is operating on an interim basis," he said. "We would like to move ahead with our planned schedule to remove and dispose of that salt in a safe manner."
But council members said no such schedule has been established and urged Mello to step in to make sure the proposed storage facility at the plant goes forward.
Mello said he has been working with city staff to discuss storage capacity issues and that city officials are also working with stakeholders to find a solution.
"As you know we are seeking funding to support the city's efforts to develop an interim storage facility at the Peebles site," Mello said. "The plan is still in a development phase, but we believe we have enough resources to support the interim plan. We also want to make sure that the facility at the Peebles site is the permanent solution for this salt waste management and disposal project."
The city's interim plan calls for the company that operates and manages Peebles to conduct a comprehensive environmental assessment of the plant, including a cost estimate and recommendations for best management practices.
The city also proposed a $14.1 million bond issue in June to address the economic impact of the operation of the salt plant.
The council's interim order requires the city's Department of Public Works to evaluate the economic impact of the plant, the proposed storage facility and other aspects of the plant's operation over the next five years.
"We've worked diligently with our partner to study these issues and provide recommendations to make sure the facility is developed as the long term solution," said David J. Gahagan, the company's senior vice president of business operations and government affairs, in a release.
Gahagan said they have estimated that if the plants operations were to be closed for maintenance that "we can eliminate the potential for significant costs."
During the city council meeting, the councilors proposed that the department consider options for moving the city's salt disposal project forward but they also pointed out the possibility of costs to pay.
"In my opinion, that would not be a financially feasible action," Councilman John Foskett said. "My sense is that we need to look at the cost of the operation of that project."

Two men have been arrested following the horrific fire that killed at least 16 people at an east-end housing development on Saturday night.
Three of them, aged 18, 24 and 27, are in custody and the 28-year-old remains at large, a police spokeswoman said.
The blaze broke out when an electrical malfunction triggered a series of electrical faults on the four-storey property on the western edge of Melbourne.
At least 16 people were treated in hospital and 10 people were airlifted to nearby hospitals, but none of the deaths were linked to the blaze.
A fire alarm was raised after the blaze took hold and a fire truck was dispatched but only two units arrived in time to save the blaze, police said.
The police spokeswoman confirmed that the fire brigade in partnership with the emergency services received emergency calls on the night of the blaze.
